In the piece I posted yesterday, Greg Gause makes a strong case that Maliki is pursuing a coherent strategy aimed at positioning himself as the strong man of Iraq. His argument, which resembles that of USIP's Sam Parker in several key ways, brings together a number of threads that have been discussed over the last few months, and makes a real contribution to the ongoing policy debate.
